Tommee tippie filter

Hello I was just wondering I brought a new filter for my prep machine and usually all the holes on the top on the green part are usually open /unfilled now only the two end ones are unfilled is this normal? It didnt have a sticker this time either Have they changed it isit safe ? thank you
